Surface Treatment Preservation Program

Georgian Bluffs is investing $1.4 million in road improvements through the 2025 Surface Treatment Preservation Program. Work is scheduled to begin on June 5, 2025, and is expected to be completed by the end of August, weather permitting. The contractor for this year’s work is Duncor Enterprises.


Surface treatment, sometimes called “tar and chip,” is a cost-effective way to maintain and extend the life of rural and low-volume roads. A layer of liquid asphalt is sprayed onto the road, followed by a layer of crushed stone. The materials are rolled and compacted to create a sealed, weather-resistant surface. As traffic moves over the road, the loose stone settles in further.

This process is often referred to as “single surface treatment” when applied once, or “double surface treatment” when applied twice for added durability.

What to Expect

During construction, you may notice:

  • Loose gravel and increased dust

  • Temporary lane closures or delays

  • Rolling road closures with traffic control

  • Construction vehicles and crews working between 7:00 a.m. and 7:00 p.m. on weekdays, with possible weekend work

Garbage and recycling will not be disrupted. Please place your items curbside by 7:00 a.m. on your collection day and clearly label your recycling bins with your address.

Access to your property will be maintained at all times.

  • Stone School Road – Queen Street East (Highway 6) to Concession 2 NCD (Single Surface)

  • Linderwood Road – Concession Road 17 to Grey Road 17 (Single Surface)

  • Concession Road 17 – Highway 6 to Zion Church Road (Single Surface)

  • Concession Road 17 – Zion Church Road to Linderwood Road (Single Surface)

  • Concession 21 – Zion Church Road to Side Road 20 (Single/Double Surface)

  • Concession 3 Derby – Side Road 6 to Grey Road 16 (Single/Double Surface)

  • 1st Street, 4th Avenue, and Kramer Court – Micro Surfacing
