Kemble Culvert Replacement

The Township of Georgian Bluffs is undertaking the replacement of a culvert along Concession 20 in Kemble. The culvert is located beneath the intersection with Kemble Rock Road, where an additional culvert connects into the system. This project is being carried out to support long-term road safety and ensure the continued stability of the surrounding infrastructure.

Construction Timeline

  • Start Date: June 29, 2026

  • Total Project Budget: $650,000 ($110,000 for Design and Engineering, $740,000 for Construction)
  • Estimated Duration: 7 weeks (subject to weather and site conditions)

  • Road Closure: The intersection of Concession 20 and Kemble Rock Road within the Village of Kemble

  • Detour Route: To be determined. 


What to Expect

During construction, the intersection of Kemble Rock Road and Concession 20 will be closed to through traffic. Local access will be maintained for residents and emergency services. Detour signage will be in place.


Scope of Work

The scope of work includes the replacement of an existing CSP culvert structure within the Village of Kemble at the intersection of Kemble Rock Road and Concession 20. The scope of work includes but is not limited to the following:

  • Removal and disposal of existing asphalt wearing surface and curbs.
  • Removal and disposal of existing catch basins and storm pipes.
  • Removal and disposal of existing roadway and ditch drainage culverts.
  • Removal and disposal of vegetation within municipal ditches.
  • Regrade and reshape municipal ditches prior to installing rock protection.
  • Installation of worksite isolation and water diversion system.
  • Supply and install new catch basins and stormwater pipes.
  • Supply and install new precast concrete box culvert.
  • Supply and install new HDPE culverts.
  • Supply and install new CSP culvert.
  • Construct new distribution slab over precast box culvert.
  • Construct new concrete headwalls at box culvert ends.
  • Backfilling of granular materials prior to curb construction and roadway paving.

Why This Project Is Important

Every two years or so the municipality undertakes an inspection of our bridges and 
culverts under the Ontario Structure Inspection Manual (OSIM) program. The 2024 OSIM revealed the culvert barrels appeared to be in overall poor condition with major section loss at inverts, separation at barrel joints and deformations at the obvert noted throughout.

The new culvert is designed to meet modern standards and accommodate higher water flows caused by climate change, helping reduce flood risks.
